On 18 October, Al-Ahad TV (AAH — official owned media) carried Sadiqoun bloc’s (AAH — parliamentary bloc) proposal for constitutional review under Article 142 through a Sadiqoun committee and a parliamentary committee representing the main components, with recommendations within four months followed by parliamentary consideration and a public referendum; it requested formation of the parliamentary committee at the earliest session and a published timetable. The bloc announced a working paper addressing the presidential-election quorum, the definition of the largest parliamentary bloc and constitutional deadlines whose breach carries no consequence, alongside dialogue with all parliamentary blocs and constitutional-law specialists. It stipulated that review remain within the constitution, that basic principles and freedoms not be bargained away, that changes affecting basic principles meet Article 126’s strict conditions, and that amendments command agreement among Iraqis.
