Al-Ahad TV (AAH — official) broadcast two segments this afternoon. Raad al-Mashhadani, spokesman for the Journalists Syndicate, said the conditions for journalists' safety are the responsibility of the government and of officials in Basra province. Twelve minutes later Dr. Muslim Abbas of the Nakhil Center for Rights and Journalistic Freedoms said the Iraqi government authorities treat journalists' rights as a granted privilege rather than an inherent right, that state departments and the security forces must not obstruct access to information, and that assaults on journalists recur with no final remedy — describing government handling as a policy of disorder.
