On Al-Ahad TV (AAH — official) on the evening of 19 August, Sadiqoun deputy chairman Ahmad al-Mousawi said no faction or political party objects to restricting weapons to the state, that his bloc agrees with 90 percent of the factions' conditions, and that Iran supports the restriction, while adding that the file must not be subjected to outside pressure, that treating the factions under the counter-terrorism law would be a catastrophe, and that the PMF is an extension of resistance thinking whose preservation is necessary. He also said the prime minister committed to sending the two PMF laws to parliament. Within the same hour Al-Ittijah TV (KH — official) framed Mohammad Bagher Ghalibaf's Baghdad visit around holding on to resistance weapons, so two faction channels touch the weapons question from different directions in the window.

AAH is defining the terms on which weapons legislation can proceed — state framework yes, counter-terrorism prosecution no — and attaching Iran's name to that formula, which sets the bar any Iraqi government proposal has to clear to be acceptable to the bloc.
