The operative one quotes him addressing Masoud Barzani directly with "we stop and close the Democratic Party's projects", conditioned on respect for Iraqi law and the constitution; the surrounding segments have him saying PMF weapons protected all of Iraq in reply to the president's statement, alleging ISIS convicts who finished their sentences in Kurdistan were not handed to Baghdad, and criticising Erbil's residency procedures. The rung is credible: the wording is the channel's own published caption on its official outlet, carried four times in one sitting; what is missing is any second carrier or any named project, so the underlying capacity to act on it is not established.
