At 04:07 the channel stated that "those with cancelled contracts expose a corruption file of 11,000 grades that were traded and sold in the time of al-Shammari and Thabit al-Abbasi" ("ملف فساد 11000 درجة انباكت وانباعت بزمن الشمري وثابت العباسي"); at 03:06 a speaker identified as Hussein Muhammad said "Abd al-Amir al-Shammari benefited from our grades and appointed the contract holders, withdrew the welfare payments, and abandoned those with cancelled contracts"; and at 05:08 a speaker identified as Qusay al-Tamimi said "most of us are wounded and relatives of the martyrs, we are exhausted by destitution" and appealed to al-Zaidi to return. No other tracked actor was observed in the collected window repeating, modifying or rejecting these allegations.
Control of personnel grades and contract renewals inside the Iraqi security apparatus is how factions convert armed standing into durable state employment for their constituencies, and a public naming campaign of this kind signals that Harakat al-Jihad wal-Bina believes its share of that pipeline has been cut.
