On the morning of 23 August, Sabereen News (KH — affiliated) and Al-Ghadeer TV (Badr Organization — official) posted a near-identical headline — mass demonstrations sweeping Baghdad with threats of escalation if there is no response — three minutes apart. Sabereen's accompanying banner footage identified the protesters as contract social researchers at the Labour Ministry demanding regularisation after more than five years of service, addressed to the Prime Minister and the Finance Minister by name. Within the following half hour Al-Janoub TV (Harakat al-Jihad wal-Bina — official) reported two further actions: Rusafa Third contract workers marching on the Finance Ministry, and a continuing sit-in by oil-company contract workers outside the Oil Ministry.

Four Iraqi state bodies — the Prime Ministry, Finance, Oil and Labour — are named as the addressees of grievance carried simultaneously across three faction media networks, which places the cost of non-response on the government rather than on any faction.
