On the morning of 18 August, Al-Ahad TV carried Sadiqoun bloc MP Safaa al-Jaberi saying the weapons-control file is "purely Iraqi," that the four presidencies' meeting mandated the prime minister to restore command and control, and that "the prime minister's steps in the weapons-control file are acceptable and satisfactory"; he also called for an immediate investigation into who struck the Kurdistan premier's house. A minute later the same channel carried Adnan al-Sarraj saying understandings on weapons control "must remain internal, outside the scope of collision," and that "escalation is rejected by all components of the Iraqi people." This sits against KH's and KSS's channels in the same hour conditioning any approach on dissolving the Peshmerga and warning al-Zaidi about patience.

Anyone reading the muqawama as one voice on state control of weapons has two faction-owned channels saying different things within thirty minutes, which changes who Baghdad can actually transact with on the file.
