On 10 September, Sabereen News (KH — affiliated) attributed to MP Muhammad al-Khafaji a claim that a 13 February 2023 arbitration decision in the Ceyhan pipeline case required Turkey to pay Iraq roughly $1.5 billion after set-off. MP Muhammad al-Khafaji said the decision remained unimplemented.

“An international arbitration decision in Iraq's favor was issued on 13 February 2023 in the case of oil exports through the pipeline with Turkey at Ceyhan, requiring Turkey to pay Iraq about 1.5 billion dollars after set-off, but the decision has not been implemented to date.”
