Arab Times, Türkiye Today and Anadolu reported within minutes of each other on the evening of 11 August that the Iraqi prime minister ordered a bill to place all weapons under state control. In the same hours, Al-Ahad TV (AAH — official) carried Asas bloc head Alaa al-Haidari saying everyone supports confining weapons to the state "after removing the challenges", and Huquq MP Miqdad al-Khafaji saying the resistance weapon is "a shield over us" and that parliament is preparing to legislate the PMF law with Framework agreement to table it soon. Watan TV (Badr Organization — affiliated) carried Fatlawi questioning State of Law's own conditions on the same principle; Al-Nujaba TV (Nujaba — official) carried Wissam Aziz blaming American pressure for obstructing the PMF law.

The bill will meet a bloc that has already publicly accepted its principle and pre-loaded conditions, so the fight over Iraq's monopoly on arms will be conducted over the definition of "challenges" and over the competing PMF law rather than over the bill's headline.
