Badr and Shabaki condition weapons control

WHAT HAPPENED

Abu Turab al-Tamimi (Badr parliamentary bloc) told Al-Ghadeer TV (Badr Organization — official) on 26 August that faction weapons would be surrendered only after unspecified conditions were implemented. Qusay al-Shabaki, speaking on Al-Ahad TV (AAH — official), described the process as regulation of faction weapons, said the factions’ role could not be abolished, and proposed linking weapons control to ending the Turkish presence; he separately said part of the Peshmerga remained outside state institutions.

WHY IT MATTERS

The principal difference is over framing and scope: Badr presents a conditional transaction, while al-Shabaki argues that weapons policy must preserve a faction role and address other armed presences.
