On the evening of 18 August, Al-Nujaba TV (Nujaba — official) ran three segments from its programme with Kurdistan Democratic Party member Wafaa Mohammed Karim, identified on screen as from Erbil: he said the Kurdistan Region is bound by federal government decisions, that the Region's presidency is the constitutional reference for the Peshmerga forces, and that he supports restricting weapons to the state — at which the host asked whether the Peshmerga are included. The segments ran under an on-screen banner reading "Sovereignty first — the resistance rejects American disarmament dictates."

Widening the weapons question to include the Peshmerga shifts the burden from the factions to the Kurdistan Region, which is where the argument goes if the state-monopoly principle is accepted in words.
