On 2 October, الترا العراق quoted Al-Nasr Coalition spokesperson Aqil al-Rudaini saying resistance factions had begun recognizing the government’s seriousness about ending the foreign military presence and were consequently listening to the principle of state weapons control. The coalition described serious political steps toward restricting faction weapons and Iraq’s position in the U.S.–Iran war as positive neutrality. The spokesperson also said foreign-force withdrawal meant a transition to independent diplomatic relations with Washington, not a rupture.
