On September 2, Karbala Governor Nasif al-Khattabi told Al-Ahad TV (AAH — official owned media) that the province needs more than 250 billion Iraqi dinars annually and asked the Ministry of Finance for special treatment in funding. He said investment had covered the funding shortfall and cited strategic projects, pilgrimage parking facilities and cooperation with the holy shrines.
